Big Bend border security: $1.7 billion awarded despite 'no wall' in CBP plans

A $1.7 billion contract has been awarded to Southwest Valley Constructors, an Albuquerque-based company, for border security construction in Big Bend National Park along the Texas-Mexico border. The project, set to begin May 11, 2026, and end December 7, 2028, involves building patrol roads and surveillance technology in the segment labeled BBT-4, with no physical wall planned. The U.S. Customs and Border Protection (CBP) Smart Wall Map currently shows only patrol roads and surveillance technology for Big Bend, contradicting the large-scale contract. CBP Commissioner Rodney Scott previously stated there would be no wall within the park due to local opposition from residents, environmentalists, and lawmakers. The contract follows a February 17 determination by DHS Secretary Kristi Noem, who waived 28 environmental and cultural protection laws—including the Endangered Species Act and the National Environmental Policy Act—to fast-track construction. The waiver cited an 'acute and immediate need' for additional barriers and roads in the region. Critics, including Laiken Jordahl of the Center for Biological Diversity, argue the project risks damaging wildlife habitats, water sources, and recreational areas. The organization has called on Congress to intervene, warning of irreversible harm to Big Bend’s ecosystems and landmarks. FOX 4 reported that the CBP has not clarified why such a high budget is required for roads and surveillance technology alone. The contract marks the latest in a series of 12 federal projects awarded to Southwest Valley Constructors since 2019, totaling over $2 billion.
