Democrats Want a Military AI Restriction Law Following Anthropic’s Pentagon Fallout

Democratic Senator Adam Schiff of California has introduced the Human Authority in Lethal Operations (HALO) Act, a bill aimed at restricting the U.S. Department of Defense’s use of artificial intelligence. The legislation would mandate human oversight for autonomous weapon systems, requiring commanders to have final approval on lethal actions. It also proposes detailed record-keeping of AI-driven military decisions, whistleblower protections, and prohibitions on AI use for nuclear weapons and mass surveillance. The push for stricter AI regulations follows the Pentagon’s recent termination of its contract with Anthropic, citing the company’s refusal to remove guardrails preventing military use for surveillance and fully autonomous weapons. The Pentagon subsequently awarded contracts to competitors, including OpenAI, Google, Nvidia, SpaceX, Microsoft, and Amazon Web Services. Anthropic has challenged the decision in court, while reports suggest the Trump administration may reconsider its stance after the company’s release of Mythos, a model marketed as a cybersecurity threat. Schiff has framed the HALO Act as a response to growing concerns over AI in warfare, citing the U.S. and Israeli military’s use of AI for target selection and surveillance. The bill aligns with Schiff’s broader support for Anthropic’s stance, which he praised in a March press conference. The legislation is part of a broader Democratic effort to impose ethical and operational safeguards on military AI deployment.
